Understanding Flood Risk on a Development Site

Flood risk is not always obvious when looking at a property. A site may remain dry in normal conditions but still sit within a flood-prone area or carry significant surface water during heavy rainfall.

For subdivision and land development projects, understanding how water moves across and around a site can influence building locations, access, site levels, earthworks and stormwater design.

Identifying these constraints early gives the wider design more room to respond before layouts, levels and infrastructure are fixed.

What Is an Overland Flow Path?

An overland flow path is the route stormwater takes across the ground when the drainage system cannot contain all of the runoff generated during heavy rainfall.

These flow paths often follow natural low points through a property and may pass along boundaries, driveways, accessways or between buildings.

An overland flow path does not automatically prevent development, but it does need to be understood so water can continue to move safely through or around the site.

An overland flow path report can help establish where surface water is likely to travel and how a proposed development may change that movement.

Why Can Overland Flow Paths Affect Development?

New buildings, retaining walls, earthworks and paved areas can all change the way runoff travels across a site.

If an existing flow path is blocked or narrowed, water may be redirected towards buildings, neighbouring properties or areas that were not previously affected.

This can influence decisions around building placement, driveway levels, retaining structures and finished ground levels.

Understanding these constraints early gives the project team more flexibility to adjust the layout rather than trying to solve flood-related issues after the design is largely complete.

What Is the Difference Between an Overland Flow Path and a Floodplain?

An overland flow path generally describes a route taken by surface runoff during heavy rainfall.

A floodplain is a broader area that may become inundated during a flood event, often because of overflowing streams, rivers, drainage systems or accumulated surface water.

Some properties can be affected by both.

The type of assessment required depends on the source of the flood risk, the shape of the site and the scale of the proposed development. Where flooding could materially affect the project, a flood report can provide a clearer understanding of likely flood levels and how the proposed development may influence existing conditions.

How Can Flood Risk Influence Site Levels?

Ground levels play a major role in determining where floodwater moves.

Raising one area may improve the position of a building platform but can also displace water elsewhere. Lowering another area may create a new low point where water collects.

This is why flood considerations should be reviewed alongside proposed earthworks rather than after site levels have already been finalised.

The relationship between finished floor levels, accessways, retaining structures and surface water movement is particularly important on constrained or sloping sites.

What Information Is Used to Assess Flood Risk?

When Might a More Detailed Flood Assessment Be Needed?

More detailed assessment may be appropriate where flood risk has the potential to influence the design or where council requires additional information.

This can include developments within mapped flood areas, projects close to waterways, sites with significant changes in ground levels or proposals where buildings and accessways may be exposed to floodwater.

A detailed assessment can also compare existing and proposed conditions, helping determine whether the development is likely to redirect, increase or otherwise alter flood risk.

How Do Stormwater Systems Relate to Overland Flow?

Stormwater pipes and treatment systems manage runoff during normal and more frequent rainfall events, but they are not designed to contain every possible storm.

During larger events, excess water still needs a safe route across the surface.

This means underground drainage and overland flow planning need to work together. The design should consider not only how water is carried through pipes, but also what happens once those systems reach capacity.

On some sites, permanent stormwater treatment such as bioretention design may also form part of the wider approach to managing runoff.

Why Is Early Assessment Important?

Flood-related constraints can influence the feasibility and layout of a development well before construction begins.

Identifying them early can help establish where buildings should sit, how access should be arranged and what level changes are practical.

It can also reduce the likelihood of major redesign later if flood risk is identified during consenting or detailed design.

For developments where flood behaviour and stormwater management are closely connected, coordinating these requirements early can lead to a more practical overall site layout.
